Is it normal for an industrial piercing to be sensitive after 7 months?

I got my industrial pierced near the end of december and it went pretty well. It was really sore for about a week and then slowly started to get better. I can change the bar and stuff but i cant leave it out for more than like 15 minutes without it beginning to close. The bottom hole is seems to be fine, it doesnt really give me any trouble but the top hole can get kinda sore to the touch hard to sleep on, and moving the bar upward can be sensitive. is this normal?
